Even Odds: Fighting the odds for Oakland's young black males

It was the first Monday in May, and Thomas Logwood was heading to class.

There were just six weeks until the end of the school year at Castlemont High inOakland, and every week seemed to bring another milestone for the 17-year-old senior. His last track meet was coming up. In a few days, he’d attend prom.

And there was the moment he’d strived after for four years, the reward for all the work achieving a 3.5 grade point average and a place near the top of his class of 140: graduation.

It had not been easy. Nothing was inEast Oakland. For a young black man like Thomas, just surviving the crime and poverty that permeated his daily life was an achievement.

In this city, boys of his race are more likely to miss school; be suspended; graduate late, if at all; or be incarcerated than their white, Asian or Latino peers.

Since 2002, the number of African American men killed on the streets ofOaklandhas nearly matched the number who graduated from its high schools ready to attend a state university.

Castlemont was no refuge.

Oakland Local: OUSD names new school board member

The OUSD school board just voted to appoint Anne Campbell-Washington to represent District 4, given former board member Gary Yee’s appointment as Acting Superintendent.

Anne Campbell-Washington is the mother of two OUSD kids and a longtime Oakland public servant who has served in multiple city administrations and departments. She will serve the remaining 18 months of the term, and there will be an open election for the seat in November 2014.

The Oakland Board of Education will host a press conference on Monday April 22nd to announce Dr. Gary Yee as a candidate for the position of Acting Superintendent in the Oakland Unified School District (OUSD). The Board will formally consider the matter during its next Regular Board Meeting on Wednesday, April 24 when a vote will be taken on the replacement for current Superintendent Tony Smith.

KQED: Oakland School Board to Replace Outgoing Superintendent

School board officials in Oakland have begun the process of replacing outgoing superintendent Tony Smith. Smith surprised colleagues last week when he announced he was resigning so that his family can be closer to his ailing father-in-law, who lives in Chicago.

Reporter Stephanie Martin spoke with Jill Tucker, who covers Oakland Unified for the San Francisco Chronicle, about Tony Smith and his record as superintendent — and what a new superintendent could mean for Oakland schools.

Stephanie Martin: Ms. Tucker, when Smith came on board four years ago, the district was trying to turn around very severe financial problems. How did he fare?

Jill Tucker: I think there’s nearly universal agreement that he’s leaving the district better than he found it. Last year, for the first time in a decade or more, the school budget in Oakland had no deficit. Even though they balanced their budget every year, they had been operating with a deficit for a very long time. So he was able to get rid of that structural deficit.

And yet at the same time, he avoided layoffs, even in the midst of a recession and all the budget cuts. When they had a bond on the ballot in November, it passed with 84 percent voter support. And a poll showed the highest support of the district in about 18 years. So in general, I think there are a lot of very sad people in Oakland that he’s leaving.

Stephanie Martin: But he did have to make some controversial calls, like closing schools. How did he weather that criticism?

Jill Tucker: You know, I remember speaking to him at the time. Because he is sort of evangelical in his efforts to address racism and to address race issues in Oakland. And some of the other community issues that are really tough to discuss — violence, inequality in our schools.

And I think it was very difficult for him when they started closing schools. He felt there were too many schools for the population; they’d been losing enrollment. And yet some of the schools that he was closing were predominantly minority schools, and they’d accused him of being a racist. But he was very steadfast, and said, look, when you’re in this position you just have to keep going forward. You can’t stop and think about what people are saying, when you believe you’re doing the right thing, you do the right thing.

So they did shut down a few schools, it was not popular. He also took on the teachers’ union, trying to tackle seniority in hiring issues so that he could get higher-quality teachers in some of the lowest-performing schools. That was not popular with the union.

But in general, he’s a very steadfast person. He has a very strong belief system, and he just has stuck with it. And at times that hasn’t been popular, but in general, the union and everybody else said they were disappointed to hear he was going.

Stephanie Martin: Oakland has really struggled to raise the graduation rates and the test scores. Those have improved overall, but from what I understand there still is an achievement gap. What remains to be done in that area?

Jill Tucker: As Tony Smith said, there’s still a lot to do in Oakland, and I don’t think anybody would disagree with that. Test scores are still below the state average, though they’re moving in the right direction. Graduation rates, dropout rates; we still have issues with at-risk students not achieving, schools where the teachers don’t have the same experience level, the resources that other schools have.

So there’s still a lot of work to do, even though they have gotten clear of direct state control, from the state takeover days of 2003. I think everyone agrees Oakland has a long way to go. But at least most people believe they’re on the right track.

Stephanie Martin: Oakland teachers have complained that they are paid less than those in comparable districts. Could that change under a new superintendent?

Jill Tucker: I think it could, if and only if more money starts coming in to Oakland. And we could see that under the governor’s proposed budget, where schools and districts that serve low-income or English-learner students would see more money. If that passes and Oakland does see an increased share of the state budget for education, you would probably see teachers being paid a little bit more. But it’s very difficult to pay them more when you have a static budget coming in.

On the plus side, Oakland teachers haven’t had gone through as many layoffs as many other districts. They’ve safeguarded them from that. But on the other hand, they are paid lower than many other districts.

Stephanie Martin: What else is the teachers’ union looking for?

Jill Tucker: I think from a new superintendent, or in general, what I’ve heard from the union this week is they want stability. They want to be able to count on their school system, their leaders. I think that was the hardest part of seeing Tony Smith leave, was that he has been here for four years and increased the stability in the district.

And I think that everyone would just love to see Oakland catch a break. It’s going to be a challenge for whoever the school board brings in, to stay the course. The school board has said they don’t want someone to come in and shake things up; they like the road they’re on.

That’s going to be the difficult part, when they look at who they’re going to hire. Because anyone who comes to a large city like Oakland to be superintendent, they’re going to want to put their own mark on it. The job comes with a bit of ego. It’s going to be difficult to find somebody to stay the course, to take the reforms that Tony Smith has implemented and keep on that path.

Stephanie Martin: Is there any sense of whether that new person would come from outside the district or within?

Jill Tucker: They haven’t started the process yet. They’ll start discussing it at the meeting tonight, as you mentioned. The first step is accepting Tony Smith’s resignation. Then they’ll decide whether they want to hire a consulting firm, do a national search, or try to stay a little more local.

There haven’t been any names from inside the district that folks have said, here’s a valid candidate that they might consider. No names have come forward in these few days since the announcement of the resignation. So it’s unclear if there’s anybody inside the district that’s ready to step into that role. We’ll have to see. As Jody London, one of the school board members said when I asked her about a replacement, “I didn’t know Tony Smith existed until I met Tony Smith.”

“What kids need in college, to get into college, and to get through college without remediation is pretty much all the same skills that you need in a career. You need to be able to collaborate, you need to be able to synthesize your own learning, you need to be creative, and show initiative. You need to have 21st century skills. What employers, industry sectors are telling us is, ‘We’re not really concerned about the technical skills that a student comes out of high school with.’ What they really want us to teach kids is how to learn, how to work, how to be persistent, how to show initiative, how to be a good person who is contributing to a company, a community, and a classroom. Those are universal skills.”–Susan Benz

The College and Career Readiness Office of Oakland Unified School District’s Linked Learning model is an innovative approach to education, comprised of four aspects of education, targeted to prepare high school students for college and the world of work. They can explore fields such as healthcare, engineering, as well as arts and media, while each student follows a chosen pathway through their time in high school. The pathways consists of four core components, an academic module, (all students must take the necessary course load to make them eligible to attend a CSU or UC) a technical component or vocational training, worked based learning (internship, externship, or apprenticeship) and as well as social and emotional supports, that can consist of intervention for struggling students through counseling or tutoring.

Gretchen Livesey, the Director of the College and Career Readiness Office and Susan Benz, the Coordinator of Career Readiness, want to reimagine how students experience high school. They realize school can seem boring and pointless to many teenagers, so their goal is to make the high school experience feel relevant. Livesey explains the purpose of the pathway model,

“It’s all right in 8th grade that you don’t know exactly what you want to do. We always say, ‘You’re not deciding the rest of your life today’. People often go through college and have a variety of careers. But hopefully something sparks your interest. Maybe you have a grandparent who is in and out of the hospital with diabetes and you have an interest in figuring out what that’s all about so you choose a health pathway…You’ve always been artistic so you gravitate to the performing arts. What we’re hoping is that when you’re able to express that passion in a series of courses that integrate both [academics and your passion] that you’ll be more successful through high school.”

Through the pathway model, the goal is to make learning more concrete. In order to expose students to life outside the classroom, the College and Career Readiness Office works with outside partners to bring in guest speakers from businesses and organizations, take students on tours of operating businesses in order to help them understand what career opportunities are available. Benz continues, “It’s really going out and finding partners and saying, ‘Will you please take part in the education of Oakland’s children? Will you please step up and get your needs met for an educated, ready to work workforce and help our teachers and help our kids.’ And honestly, Oakland has been more than willing and generous, it’s a good time to be in Oakland because industry, businesses, local businesses [say] ‘yeah, we’ll do it. We’ll do whatever we can’.” From big corporations like AT&T and Clorox, government agencies like Caltrans, to entrepreneurs and small business owners such as filmmakers and designers, the opportunities to meet with professionals in different industries are vast. Benz explains, “If you can get those kids outside of class or if you can get the world to come into a class and make that learning really tangible, that does more or as much as anything else you can do to keep a kid in school, to keep them interested, and to keep them coming back. Oakland has a really hard time doing that,” but with work based learning opportunities increasing, OUSD’s graduation rates rising, and the drop out rate falling, the district has made some significant gains.

KQED: Oakland Unified Changes Attendance Boundaries of Some Grade Schools

A year after expanding the attendance boundaries of several schools to accommodate kids from four schools it closed, the Oakland school board on Wednesday voted to shrink the boundaries of Crocker Highland Elementary School area after huge enrollment in September led the school to scramble to open a fourth kindergarten.

Figuring it would have “chronic oversubscription” at the school based on 2010 U.S. Census data showing the number of toddlers in the neighborhood and realtor reports of new families moving in, district staff recommended making the boundaries a smaller circumference around that  school and widening the attendance area of nearby Cleveland Elementary School. Cleveland is a similarly high performing school with an education program that is much like Crocker Highland’s, district staff said. Crocker Elementary had an Academic Performance Index score of 953 last year and Cleveland a score of 837. Both of those numbers are considered high.

Dozens of parents showed up to the Oakland Unified School District board meeting. Most of them have children who are not yet old enough to attend school, but the spoke of worries about where their kids would go. Many agreed with the plan that eventually was adopted by the board. It can be read on the board’s agenda HERE as the fourth. It takes a triangular area that stretches from Lakeshore Avenue to Grand Avenue up to Rosal/Fairbanks avenues and puts that in the Cleveland Elementary School attendance area. Most of the triangle used to be part of the Lakeview Elementary School attendance neighborhood before Lakeview was closed last summer.

The OUSD has struggled with adjusting to ever changing enrollment. With its total enrollment rapidly declining, it voted in 2012 – amid much protest – to close five elementary school buildings over the summer and reassign the students. The parents and teachers of one school transformed their school to a charter school rather than accept the closure. Now some schools in the district are over subscribed, typically the highest performing ones.

Wednesday’s board meeting was the first for newly-elected members Roseann Torres and James Harris. Both were quiet and voted in tandem with other board members in approving this plan, as well as other items.

Troy Flint, Director of Public Relations of OUSD on the Dropout Crisis

Troy Flint, the Director of Public Relations of the Oakland Unified School District (OUSD), is the face of an organization which serves a complex city. Now living in West Oakland, Flint made the move out to California to work with a tech startup. For the better part of a decade, Flint has worked in various communication fields including journalism and public relations. Originally from Pittsburg, Pennsylvania, Flint began in the district in 2007.

Arguably the largest looming issue the district faces is its persistently low graduation rate. With dropouts in Oakland reported from the San Francisco Chronicle at 27.7%, well over California’s 14.4%, Flint concedes OUSD has a lot of work to do. The drop out crisis in Oakland is not a unique situation. He explains, “It’s abysmal, our graduation rate. [But] it’s in line with districts with similar demographics, those with high poverty and high minority populations-particularly Black and Latino.” To begin to explain why these areas are struggling to keep their students in school, Flint points to a lack of investment at the national and state level and points out that the achievement gap serves to highlight the staggering underinvestment in urban areas. The dropout crisis is not confined to one school district or California alone, the issue is a systemic problem.

The problem extends beyond those who dropout entirely; even enrolled students may miss significant portions of the school year and are much less likely to graduate on time or at all. The district is working to ensure that chronic absences decrease. From following up when students miss, to offering incentive programs, the district is making a concerted effort to stress the importance of attending school. Beyond attendance, Flint points to three key strategies to ensure students stay in school: early education programs, interventions when students begin to fall behind and strong career and college readiness preparation.

The problem is more likely to be solved if students are engaged at an early age. It’s vital to have a strong early education program, beginning before kindergarten, to ensure the students are able to stay on track throughout their academic careers. Flint explains, “We set up a department which we’re calling Zero to Eight… to make a continuum of learning to get kids on track.” Without the solid foundation from a young age the problem is only exacerbated.

At the high school level, Flint expressed the need for college and career preparedness. “The idea is to introduce every student to a plausible career path, whether it’s university or it’s a vocational school or some professional activity”. In order to connect students to a career path or ensure they’re college bound, Flint points to a national initiative called Linked Learning. Linked Learning is a holistic approach to education, comprised of four areas targeted at high school students. The first element is academic rigor, requiring all students to take the necessary course load to make them eligible to attend a CSU or UC. Additionally, the program includes a technical component or vocational training, worked based learning component (internship, externship, apprenticeship) and social/emotional supports (counseling, tutoring, intervention to struggling students).

Beyond the nuts and bolts of academic life, Flint stresses there are much more serious needs in the community, such as the continued lack of resources and support for the entire family. One solution is the community school model. In order to combat issues which impact students in Oakland such as poverty, problems in the home, and violence in the community, the district envisions schools where these issues can be addressed.  Community schools, Flint explains, should serves as the “center of community and act as an anchor for the neighborhood, drawing people in where they can be part of the solution. Not just academic resources, but [offer] parent engagement classes, health care, dental care, eye care, nutrition services, parks and recreation and extra curricular opportunities. We want the school to be the center of where all these services are orbiting.” At the moment, the resources aren’t fully available, but working in partnership with non-profit and community organizations, the business community, and government partners, OUSD can create a network of services which address not only the academic needs but all community needs. Investment and support from the students and parents is essential to see these community schools succeed.  Young people must be active learners, while teachers, administrators and parents must view each other as partners in their children’s’ academic careers. There are many hurdles for a district with a historically underserved population to overcome such as persistent violence, poverty, and underpaid and overworked teachers, but the hope is, “In the not too distant future, every [school] will be a quality [school].”

Los Angeles Times: Oakland schools to let feds monitor discipline of black students

The Oakland Unified School District and the U.S. Department of Education reached an agreement last week that would allow federal officials to monitor the district’s efforts to curb the number of out-of-school suspensions of its African American students.

The resolution, which the Oakland school board passed unanimously, closes an investigation by the Department of Education’s Office for Civil Rights into whether African American students were disciplined more frequently and harshly than their white classmates. The agreement was reached Thursday.

Last school year, African American students made up about 39% of the district’s total enrollment but accounted for 63% of students with at least one suspension and 61% of those who were expelled, said Russlynn Ali, the department’s assistant secretary for civil rights.

The Education Report: In split vote, OUSD board puts American Indian charter schools on notice

Last night, as the Oakland school board issued a 1,080-page “notice of violation” to all three American Indian Model Schools over its fiscal and governance practices. (Link to the massive file here.) It’s the first step in a long process that could end in the closure of all three schools.

Supporters of the charter school organization begged for four more weeks, noting the hiring of a new financial team and the appointment of some new board members. And, of course, the schools’ near-perfect test scores.

Paul Minney, a lawyer representing AIM Schools, told the board that if it tabled the decision for a month, “…we are confident that we can arrive at an action plan to fully assuage the district’s concerns.”

“A notice of violation creates a high degree of fear, uncertainty and anxiety,” he said.

But the appeals made by Minney and the stream of parents and students after him were not enough to sway the board, which voted 4-2 to issue the notice. Board members Alice Spearman and Chris Dobbins voted no, and Noel Gallo was absent.

OUSD’s General Counsel Jacqueline Minor argued that the organization has had months to address the district’s concerns. District staff members raised many of the same issues at an April charter renewal hearing. And a state audit which formed the basis for this violation notice — investigators found that AIM’s founder, Ben Chavis, his wife, and their various businesses collected $3.8 million in wages and contracts between 2007 and 2011 — was published in June.
