A growing number of police departments are playing with the idea of electric motorcycles. They're cleaner, cheaper to maintain and quiet. The top manufacturer is based in California, near Santa Cruz. In the Central Valley, where air quality is a major issue, one police department has decided to go all-out and purchase five electrics.
