Under the federal health care overhaul, states have the option to expand Medicaid, the health insurance program for the poor. More than one million people would become eligible for Medi-Cal, California's version of the program. Last week, both houses of the legislature passed bills to approve the expansion but with more benefits than the governor wants to offer. Gov. Brown wants to exclude long-term care benefits for the disabled and also shift certain AIDS and cancer patients into the state run exchange.
