One year after the devastating North Bay Fires began, residents are rebuilding in areas that have burned multiple times.

In a tight housing market, many people are choosing to rebuild instead of leaving fire-prone areas.

Because of California's existing zoning laws, almost 2,000 of the more than 5,000 homes destroyed in Sonoma County's Tubbs Fire aren't required to meet tougher wildland-urban interface building codes.
