The city of Oroville filed a lawsuit alleging that a long pattern of recklessness and corruption at the California Department of Water Resources nearly led to disaster.

Last year's crumbling Oroville Dam spillway and the rapid erosion of the emergency spillway led to 188,000 people being told to evacuate communities along the Feather River.

With the city of Oroville filing suit on Wednesday, many more lawsuits are sure to follow.
