The East San Diego County city of El Cajon has passed ordinances that ban panhandling, encampments, sleeping on the sidewalk and recently, it has become illegal to feed the homeless in public places. Activist Mark Lane broke the law this past weekend by handing out food in a local park, and he's going to do it again this weekend.
