Trash Talk: Has Oakland Really Cleaned Up Its Act?
Oakland has one of the Bay Area's worst records for trash (from illegal dumping and homeless encampments) flowing into storm drains and out into the ocean. Finally, in October, the city met a summer deadline for cleaning up that garbage, but city council members say it's not enough.
