Governor Brown is planning a November ballot measure to reverse a tough-on-crime sentencing law he signed the first time he was governor, 40 years ago. The ballot measure would allow nonviolent inmates to earn credits for good behavior to get a chance for earlier parole. It would also allow judges, rather than prosecutors, to decide when juveniles should be charged as adults.
