Los Angeles Police Chief Charlie Beck on Tuesday defended his decision to recommend charges against police officer Clifford Proctor, who shot unarmed black homeless man Brendon Glenn in May. If the district attorney agrees to pursue the case, it would be the first time in 15 years that an on-duty officer is charged in a shooting.
