After possible further review by a larger appellate panel, the case will almost certainly head for the U.S. Supreme Court. But the ideologically diverse three-judge appellate panel, which will issue its decision today, has a chance to affect the outcome by framing its ruling broadly or narrowly.

The hacker group Anonymous inserted itself into the feud between the Occupy Oakland movement and the city by releasing the personal information of top city officials this morning...[posting] a page displaying personal contact information for Mayor Jean Quan and her husband, City Administrator Deanna Santana, police Chief Howard Jordan, City Attorney Barbara Parker, and all eight City Council members. The format and metadata included in the Anonymous post appear aimed at highlighting that the information was obtained by computer hacking.
