A now deceased GOP redistricting strategist was behind the Trump Administration’s decision to add a citizenship question on the 2020 census, according to a motion filed by the ACLU Thursday. The filing, based on documents obtained from the hard drive of Thomas Hofeller, argues that federal officials illegally added the citizenship question to create a structural electoral advantage for “Republicans and Non-Hispanic Whites.” The Supreme Court is set to rule on the legality of the citizenship question next month.
