California is as least as vulnerable to catastrophic flooding as Texas, according to state flood control experts. The newly adopted 2017 Central Valley Flood Protection Plan calls for the state to invest at least $17 billion over the next 30 years to repair and maintain aging flood management systems. We discuss the plan, which parts of the state are most in peril, and what needs to be done to reduce flood risks for Californians.
