Governor's $113 Billion Budget Sets Up Standoffs on Education, Other Issues

On Friday, Gov. Jerry Brown released a $113 billion budget proposal for California. His plan sets the stage for what are likely to be tense negotiations over tuition hikes at state colleges, retiree health care and California’s rainy day fund, among other issues. We’ll talk to a panel of experts about what political fights to watch.
