A proposal to build a 100-bed homeless shelter in San Francisco’s Bayview District has angered some residents and businesses, who say that the project was pushed through without adequate public comment, ignores zoning rules and further concentrates poverty in the neighborhood. Supporters say the shelter is badly needed in the area. The debate is the subject of a lawsuit that will be heard on August 28.
