A number of counties across California say they want to ban the controversial practice of fracking, otherwise known as hydraulic fracturing. The list includes Butte, San Benito, Santa Barbara and Monterey. This week, Santa Cruz became the first county to adopt a ban. How do local bans co-exist with the state’s rules?
