Only about 25 percent of California’s fourth-graders meet national standards for grade-level reading, according to a new report by Children Now analyzing national education data. The state ranks 47th in the nation for fourth-grade reading proficiency. The report also finds the gap in reading ability between high and low-income fourth-graders has widened by nearly 30 percent in California in the past decade.
