Assessing the Chances for Diplomacy in Syria

A highly anticipated United Nations report released Monday confirmed that chemical weapons were used on a “relatively large scale” in Syria. The report comes after the United States and Russia forged a diplomatic agreement for Syria to destroy its chemical weapons arsenal by mid-2014.
