San Francisco’s local-hire ordinance took effect on January 1. Deemed the most stringent in the U.S., it requires that city-funded construction projects use city residents for some of the work. Supporters say it will cut unemployment in San Francisco and keep more tax money in the local economy. But opponents, mainly Peninsula officials, say the approach is myopic and hurts job prospects for their constituents.
