California voters must decide in November whether or not to approve an $8.9 billion bond measure for water-related projects like groundwater storage, repairing dams and restoring protected habitats. Proponents of Proposition 3 say California’s water infrastructure is crumbling, but critics say the measure targets the wrong projects and lacks oversight.
