In the first half hour, we look at a proposition on the November ballot asking voters to approve nearly $10 billion for a high-speed rail system from San Francisco to L.A. In the second half, we take up Proposition 4, which would amend the state constitution to require that parents be notified before a minor can receive an abortion.

Guests:

Rod Diridon, board member of the California High-Speed Rail Authority, executive director of the Mineta Transportation Institute and former member of the Santa Clara County Board of Supervisors (first half hour)

Adrian Moore, vice president of the Reason Foundation (first half hour)

Margaret Crosby, ACLU staff attorney and reproductive rights expert (second half hour)

Dolores Meehan, yes on 4 campaign (second half hour)
