{"id":57,"date":"2008-10-15T17:00:21","date_gmt":"2008-10-16T00:00:21","guid":{"rendered":"http:\/\/blogs.kqed.org\/climatewatch\/2008\/10\/15\/cas-proposed-plan-for-reducing-emissions\/"},"modified":"2008-10-15T17:00:21","modified_gmt":"2008-10-16T00:00:21","slug":"cas-proposed-plan-for-reducing-emissions","status":"publish","type":"post","link":"https:\/\/ww2.kqed.org\/climatewatch\/2008\/10\/15\/cas-proposed-plan-for-reducing-emissions\/","title":{"rendered":"Proposed Plan for Reducing Emissions in CA"},"content":{"rendered":"<p>California is one step closer to implementing the Global Warming Solutions Act of 2006,\u00a0or <a href=\"http:\/\/gov.ca.gov\/index.php?\/press-release\/4111\/\">AB 32,<\/a> the law\u00a0that requires the state to reduce greenhouse gas emissions to 1990 levels by 2020. Today, the <a href=\"http:\/\/www.arb.ca.gov\/homepage.htm\">California Air Resources Board<\/a>\u00a0(CARB) released its <a href=\"http:\/\/www.arb.ca.gov\/cc\/scopingplan\/document\/scopingplandocument.htm\">proposed scoping plan<\/a> for how to achieve this goal.\u00a0 CARB president Mary Nichols said more than 40,000 comments were submitted\u00a0in response to the draft plan released in\u00a0June, <a href=\"http:\/\/blogs.kqed.org\/climatewatch\/2008\/09\/17\/two-new-reports-on-cas-low-carbon-future\/\">which we wrote about last month.<\/a>\u00a0 Today&#8217;s plan will go before the Board for approval in December.<\/p>\n<p>One of the biggest changes to the scoping plan is that the\u00a0target for reducing Regional Transportation-Related Greenhouse Gas\u00a0emissions by 2020 was more than doubled from\u00a0two to five\u00a0million metric tons. CARB anticipates meeting this goal with a combination of improvements to alternative transportation infrastructure (such as public transit and biking lanes), building sustainable developments,\u00a0and reducing vehicle trips through incentives and education strategies.<\/p>\n<p>Another change is the addition of a goal for local governments, which was not articulated in the previous version of the plan.\u00a0 CARB is recommending local governments reduce greenhouse gas emissions by 15 percent below today&#8217;s levels by 2020.<\/p>\n<p>A big component of the scoping plan is a cap and trade program that covers 85 percent of the state&#8217;s emissions.\u00a0 The plan is being developed in conjuction with the <a href=\"http:\/\/www.westernclimateinitiative.org\/\">Western Climate Initiative<\/a>, which includes seven states and four Canadians provinces that have agreed to work together to cap emissions and create a regional carbon market.\u00a0 In September, <a href=\"http:\/\/blogs.kqed.org\/climatewatch\/2008\/09\/30\/three-bucks-a-ton\/\">we wrote about the carbon trading market set up by ten eastern states, the Regional Greenhouse Gas Initiative (RGGI).<\/a>\u00a0<\/p>\n<p>Questions still remain about how California&#8217;s carbon credits will be divided up and whether they will be handed out, auctioned off, or, more likely, a combination of the two.\u00a0 WCI has left this decision up the individual states with a recommendation of a minimum auction for 10 percent at the\u00a0outset of the program increasing to at least\u00a025 percent by 2020,\u00a0and perhaps higher in the future.\u00a0Nichols said today that California is considering auctioning 20 percent.\u00a0 Of course, for many environmentalists, the closer to a 100 percent auction, the better.\u00a0<\/p>\n<p>For more information and analysis on the plan, <a href=\"http:\/\/www.kqed.org\/epArchive\/R810151730\">listen to our own Craig Miller, Senior Editor of Climate Watch, on KQED Radio talking with host Sarah Varney<\/a>.
