{"id":4605,"date":"2010-02-12T10:07:40","date_gmt":"2010-02-12T18:07:40","guid":{"rendered":"http:\/\/blogs.kqed.org\/climatewatch\/?p=4605"},"modified":"2010-02-12T10:07:40","modified_gmt":"2010-02-12T18:07:40","slug":"wci-shows-more-signs-of-unraveling","status":"publish","type":"post","link":"https:\/\/ww2.kqed.org\/climatewatch\/2010\/02\/12\/wci-shows-more-signs-of-unraveling\/","title":{"rendered":"WCI Shows More Signs of Unraveling"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-4612\" title=\"88367460\" src=\"http:\/\/ww2.kqed.org\/climatewatch\/wp-content\/uploads\/sites\/54\/2010\/02\/groundhog_blog.jpg\" alt=\"88367460\" width=\"160\" height=\"241\" \/>On Ground Hog Day, Arizona saw the shadow of regional carbon trading looming over it&#8230;and retreated.<\/p>\n<p>In an executive order issued on February second but not widely reported until yesterday, <a title=\"AZ - Gov\" href=\"http:\/\/www.azgovernor.gov\/\">Arizona Governor Jan Brewer<\/a> <a title=\"NYT - story\" href=\"http:\/\/www.nytimes.com\/2010\/02\/12\/science\/earth\/12climate.html?hpw\">rejected the regional cap-and-trade program<\/a> known as the <a title=\"WCI - main\" href=\"http:\/\/www.westernclimateinitiative.org\/index.php\">Western Climate Initiative<\/a> (WCI).<\/p>\n<p>In April of last year, Climate Watch first called attention to the <a title=\"CW blog post\" href=\"http:\/\/blogs.kqed.org\/climatewatch\/2009\/04\/07\/california%E2%80%99s-climate-partners-get-cold-feet\/\">apparent lack of momentum<\/a> within the WCI, an agreement among 11 US states and Canadian provinces, in which Arizona was a founding partner.<\/p>\n<p>In her order, Governor Brewer wrote that imposing cap-and-trade at this time would &#8220;cost investment and jobs in Arizona&#8221; and put the state at a &#8220;competitive disadvantage,&#8221; as industry would be forced to pay fees for their carbon emissions.<\/p>\n<p>Arizona relies on coal for about a third of its electricity production (36% as of 2007, according to the US Energy Information Administration&#8217;s tally) and its renewable energy goals (15% by 2025) are less ambitious than California&#8217;s (30% by 2020). But Arizona also has a larger nuclear power component. Governor Brewer cited this in last week&#8217;s executive order, as part of the reason why Arizona&#8217;s per capita greenhouse gas emissions are &#8220;about one third less than the national average.&#8221; The Governor&#8217;s order affirms that Arizona seeks &#8220;pragmatic&#8221; approaches to climate change mitigation and implies that Arizona officials would rather wait and see what carbon regulation develops at the national level, than proceed with a regional plan.<\/p>\n<p>The state&#8217;s move comes as several energy companies mount an <a title=\"PlanetArk - Reuters story\" href=\"http:\/\/planetark.org\/enviro-news\/item\/56713\">eleventh-hour push<\/a> for a national cap-and-trade program, which has languished in the Senate.<\/p>\n<p>The WCI comprises both <a title=\"WCI - map\" href=\"http:\/\/www.westernclimateinitiative.org\/wci-partners-and-observers-map\">&#8220;partner&#8221; and &#8220;observer&#8221; states<\/a>. The Brewer order says that Arizona will &#8220;continue to be a member of the WCI to ensure that Arizona&#8217;s unique perspective will be advanced,&#8221; but that the state will not implement regional cap and trade. As of this morning, Arizona was still listed on the WCI website as a &#8220;partner&#8221; and there was no mention of the action.<\/p>\n<p>California officials have long said that while a regional carbon trading pact would be preferable, California could &#8220;go it alone&#8221;
