{"id":21994,"date":"2012-05-25T08:51:13","date_gmt":"2012-05-25T15:51:13","guid":{"rendered":"http:\/\/blogs.kqed.org\/climatewatch\/?p=21994"},"modified":"2018-02-01T22:54:46","modified_gmt":"2018-02-01T22:54:46","slug":"getting-serious-about-the-other-greenhouse-gases","status":"publish","type":"post","link":"https:\/\/ww2.kqed.org\/climatewatch\/2012\/05\/25\/getting-serious-about-the-other-greenhouse-gases\/","title":{"rendered":"Getting Serious About the &#8220;Other&#8221; Greenhouse Gases"},"content":{"rendered":"<p><span style=\"font-size: medium\"><span style=\"font-family: Calibri,Verdana,Helvetica,Arial\"><strong>Are we too focused on CO2?<\/strong><br \/>\n<\/span><\/span><\/p>\n<figure  id=\"attachment_21997\" class=\"wp-caption left\" style=\"max-width: 285px\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-21997\" title=\"IMG_0602_crop\" src=\"http:\/\/ww2.kqed.org\/climatewatch\/wp-content\/uploads\/sites\/54\/2012\/05\/IMG_0602_crop.jpg\" alt=\"\" width=\"285\" height=\"247\" srcset=\"https:\/\/cdn.kqed.org\/wp-content\/uploads\/sites\/54\/2012\/05\/IMG_0602_crop-160x140.jpg 160w, https:\/\/cdn.kqed.org\/wp-content\/uploads\/sites\/54\/2012\/05\/IMG_0602_crop-240x209.jpg 240w\" sizes=\"auto, (max-width: 285px) 100vw, 285px\" \/><figcaption class=\"wp-caption-text\"> <\/figcaption><\/figure>\n<p>While carbon dioxide reductions are at the heart of efforts in California to curb greenhouse gas emissions, state air regulators were reminded in a hearing on Thursday not to overlook a number of other \u201cshort-lived\u201d greenhouse pollutants in meeting targets outlined under AB 32, the state\u2019s <a title=\"CARB - AB 32\" href=\"http:\/\/www.arb.ca.gov\/cc\/ab32\/ab32.htm\">Global Warming Solutions Act<\/a>.<\/p>\n<p>A panel of noted scientists was on hand, several from California universities and research labs, to discuss the <a title=\"CW - blog post\" href=\"http:\/\/blogs.kqed.org\/climatewatch\/2012\/01\/12\/a-different-approach-to-tackling-climate-change-sweat-the-small-stuff\/\">effects of black carbon, methane and hydrofluourocarbons<\/a> on regional and global climate. Short-lived pollutants such as these are estimated to comprise more than a third of overall global climate warming emissions. (Carbon dioxide, by comparison, makes up 56% of total global greenhouse emissions.)<!--more--><\/p>\n<p>\u201cSince carbon dioxide represents the majority of greenhouse gas emissions and is long-lived, reducing carbon dioxide emissions is essential to meeting the climate program goals,\u201d said California Air Resources Board executive officer James Goldstein. But since carbon remains in the atmosphere for centuries, Goldstein said, reduction efforts will be slow. \u201cIn contrast, the short-lived climate pollutants have a relatively short lifetime in the atmosphere, from a few days to a few decades. As a result, near-term efforts to reduce these pollutants can have a more immediate impact.\u201d<\/p>\n<p><a href=\"http:\/\/www.stanford.edu\/group\/efmh\/jacobson\/\">Mark Jacobson, director of the Atmosphere\/Energy program at Stanford University<\/a>, pointed out that black carbon, or soot, commonly emitted in the burning of wood or diesel fuel, is a powerful absorber of infrared radiation, which it then re-radiates into the air around it. For an equivalent mass, said Jacobson, black carbon is more than a million times more potent than CO2 as an atmospheric warming agent.<\/p>\n<p>But it\u2019s not merely the \u201cforcing\u201d properties of black carbon that Jacobson says is concerning \u2013 it\u2019s its ability to <a title=\"CW - blog post\" href=\"http:\/\/blogs.kqed.org\/climatewatch\/2010\/04\/29\/whats-an-albedo-and-why-you-should-care\/\">alter the reflectivity of things<\/a> it lands on, such as polar ice caps and glaciers. \u201c[Reducing black carbon] will be very important when we begin thinking about saving the Arctic sea ice, which is expected to disappear otherwise in the next 20 or 30 years,\u201d said Jacobson.<\/p>\n<p><a title=\"CW - blog post\" href=\"http:\/\/www.kqed.org\/news\/science\/climatewatch\/specialseries\/methane.jsp\">Methane is also a key concern<\/a>, especially with California\u2019s large agricultural and energy sectors. (In the atmosphere, methane combines with nitrogen oxide and carbon monoxide to form tropospheric ozone, a pollutant and greenhouse gas.)<\/p>\n<p>[module align=&#8221;left&#8221; width=&#8221;half&#8221; type=&#8221;pull-quote&#8221;]&#8230;estimates of methane emissions could be off by \u201cas much as 100 percent.\u201d[\/module]<\/p>\n<p>A key challenge pointed out by the panelists is that the sources of methane are still not well documented, particularly in the developing world. \u201cThe sources are not readily metered in the same way fossil fuel emissions are metered,\u201d said Marc Fischer, a scientist at Lawrence Berkeley National Laboratory. He pointed to a previous study by the National Research Council that showed that regional estimates of methane emissions could be off by \u201cas much as 100 percent.\u201d<\/p>\n<p>On Saturday, during a meeting at Camp David, leaders of the G8 nations announced that they were joining the U.S.-led <a href=\"http:\/\/www.state.gov\/r\/pa\/prs\/ps\/2012\/02\/184055.htm\">Climate and Clean Air Coalition to Reduce Short-Lived Pollutants<\/a>, established in February. According to Erika Sasser, a spokesperson with the EPA Office of Atmospheric Programs, Indian leaders have expressed concern about the intent of members of the coalition from developed nations, particularly those with cap-and-trade schemes that allow the purchase of offsets in developing countries.<\/p>\n<p>\u201cThere is a feeling that the developed countries have not done what they should on CO2, and now they are turning their attention to short-term [pollutants],\u201d Sasser said. She cautioned that reducing short-lived pollutants is not a substitute for long-term carbon dioxide emission reductions in the developed world.<\/p>\n<p>In terms of short-lived pollutants, California has passed laws<a href=\"http:\/\/www.arb.ca.gov\/diesel\/mobile.htm\"> requiring inspections and limiting particulate emissions from diesel trucks and cars<\/a>. Over the years, the air board has also adopted rules <a href=\"http:\/\/www.arb.ca.gov\/cc\/hfc-mac\/hfc-mac.htm\">to limit hydroflurocarbons in air conditioners in trucks and cars<\/a> and commercial cooling systems.
