{"id":150,"date":"2009-01-22T08:10:08","date_gmt":"2009-01-22T16:10:08","guid":{"rendered":"http:\/\/blogs.kqed.org\/climatewatch\/2009\/01\/22\/california-lobbies-for-early-action-on-epa-waiver\/"},"modified":"2009-01-22T08:10:08","modified_gmt":"2009-01-22T16:10:08","slug":"california-lobbies-for-early-action-on-epa-waiver","status":"publish","type":"post","link":"https:\/\/ww2.kqed.org\/climatewatch\/2009\/01\/22\/california-lobbies-for-early-action-on-epa-waiver\/","title":{"rendered":"California Lobbies for Early Action on EPA Waiver"},"content":{"rendered":"<p><a title=\"cars.jpg\" href=\"http:\/\/blogs.kqed.org\/climatewatch\/files\/2009\/01\/cars.jpg\"><img decoding=\"async\" src=\"http:\/\/blogs.kqed.org\/climatewatch\/files\/2009\/01\/cars.jpg\" alt=\"cars.jpg\" \/><\/a>Wasting no time, California officials sent letters to the Obama Administration on its first day, asking\u00a0that\u00a0the\u00a0EPA approve the state&#8217;s request for a <a href=\"http:\/\/www.epa.gov\/air\/caa\/\">Clean Air Act <\/a>waiver, which would allow California to set stricter standards for passenger vehicle greenhouse gas emissions.<\/p>\n<p>As <a title=\"TCR  Khokha\" href=\"http:\/\/www.californiareport.org\/archive\/R901050850\/\">Sasha Khokha recently reported<\/a> for <em>The California Report<\/em>, Sacramento requested the waiver from the EPA in 2005, only to see it denied in March\u00a02008, a move that has blocked the state\u00a0from enforcing its own laws designed to reduce tailpipe emissions.\u00a0 The state has been fighting for the waiver for the last year along with several other states that have adopted the same regulations.<\/p>\n<p>If granted, the waiver would allow California to take steps to reduce emissions from passenger cars 30 percent by 2016.<\/p>\n<p>In <a href=\"http:\/\/gov.ca.gov\/press-release\/11404\/\">his written appeal<\/a>, Gov. Schwarzenegger asked that President Obama &#8220;direct the EPA to act promptly and favorably on California&#8217;s reconsideration request so that we may continue the critical work of reducing greenhouse gas emissions and their impact on global climate change.&#8221;<\/p>\n<p>California Air Resources Board chair Mary Nichols also <a href=\"http:\/\/www.arb.ca.gov\/newsrel\/arbwaiverrequest.pdf\">spoke out Wednesday, in a letter <\/a>to the new designated EPA head Lisa Jackson,\u00a0stating that\u00a0&#8220;the decision\u00a0made by the former adminstrator to deny \u00a0California the waiver to enforce our clean air car laws was flawed, factually and legally, in fundamental ways.&#8221;<\/p>\n<p>At her confirmation hearing, Jackson said only that <a href=\"http:\/\/www.nytimes.com\/2009\/01\/15\/us\/politics\/15webjackson.html?_r=2&amp;scp=4&amp;sq=lisa%20jackson&amp;st=cse\">she promised a &#8220;speedy
