In 2009 and 2010, California&#8217;s emissions from power plants <a href=\"http:\/\/blogs.kqed.org\/climatewatch\/2011\/07\/07\/two-year-drop-in-california-carbon-emissions\/\">dipped by 12%<\/a> due to a combination of milder temperatures, leading to less air conditioning demand, and a lull in manufacturing.<\/p>\n<p>The trading price assumes that California goes it alone in cap &amp; trade, although two Canadian provinces are expected to join the market eventually. Rules for the State&#8217;s <a href=\"http:\/\/www.arb.ca.gov\/cc\/capandtrade\/capandtrade.htm\">cap &amp; trade program<\/a> have to be finalized by the end of
