{"id":10857,"date":"2011-02-09T14:37:33","date_gmt":"2011-02-09T22:37:33","guid":{"rendered":"http:\/\/blogs.kqed.org\/climatewatch\/?p=10857"},"modified":"2011-02-09T14:37:33","modified_gmt":"2011-02-09T22:37:33","slug":"ca-official-epa-climate-regs-would-cause-no-regulatory-train-wrecks","status":"publish","type":"post","link":"https:\/\/ww2.kqed.org\/climatewatch\/2011\/02\/09\/ca-official-epa-climate-regs-would-cause-no-regulatory-train-wrecks\/","title":{"rendered":"Air Board Defends EPA on Capitol Hill"},"content":{"rendered":"<p>A high-ranking California official appeared on Capitol Hill today to defend the right of the federal Environmental Protection Agency to regulate greenhouse gas emissions.<\/p>\n<p>James Goldstene, executive director of the state\u2019s Air Resources Board, told members of a House subcommittee that the EPA&#8217;s recently released regulations will not create a &#8220;regulatory train wreck.&#8221;<\/p>\n<p>Goldstene\u00a0 held up a planned power plant in Northern California to advance his case, saying that the <a title=\"CEC - Project\" href=\"http:\/\/www.energy.ca.gov\/sitingcases\/russellcity\/index.html\">Russell City Energy Plant<\/a> will stand as an example of how power companies can use the \u201cbest available technology\u201d for reducing emissions, as required under a recently issued EPA rule. The plant, to be built on the Hayward shore of San Francisco Bay, is a 600-megawatt plant to be fired by natural gas.<\/p>\n<p>Goldstene&#8217;s appearance before the Subcommittee on Energy and Power (part of the <a title=\"House - cmte\" href=\"http:\/\/energycommerce.house.gov\/default.aspx\">Energy &amp; Commerce Committee<\/a>) was to counter Republican efforts to pull EPA\u2019s authority to regulate greenhouse gas emissions, contained in a bill known as the <a title=\"House - ETPA\" href=\"http:\/\/energycommerce.house.gov\/news\/PRArticle.aspx?NewsID=8194\">Energy Tax Prevention Act<\/a>. Goldstene said passage of the bill into law would \u201csend a stark message\u2026that the U-S isn\u2019t serious about being a leader in the future economy.\u201d It would also upstage a ruling by the US Supreme Court affirming the EPA&#8217;s authority to regulate carbon emissions under the Clean Air Act.<\/p>\n<p>Goldstene&#8217;s full testimony is <a title=\"CARB -
