The proposal <a title=\"More articles about Barack Obama.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/o\/barack_obama\/index.html?inline=nyt-per\">President Obama<\/a> <a href=\"http:\/\/www.whitehouse.gov\/photos-and-video\/video\/2012\/01\/25\/2012-state-union-address-enhanced-version\">announced<\/a> on Tuesday night in his <a title=\"More articles about the State of the Union address.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/subjects\/s\/state_of_the_union_message_us\/index.html?inline=nyt-classifier\">State of the Union address<\/a> \u2014 to make such attendance compulsory in every state \u2014 is a step in the right direction, but it would not go far enough to reduce a dropout rate that imposes a heavy cost on the entire economy, not just on those who fail to obtain a diploma.<br \/>\nIn 1970, the United States had the world\u2019s highest rate of high school and college graduation. Today, according to the <a href=\"http:\/\/www.oecd.org\/home\/0,2987,en_2649_201185_1_1_1_1_1,00.html\">Organization for Economic Cooperation and Development<\/a>, we\u2019ve slipped to No. 21 in high school completion and No. 15 in college completion, as other countries surpassed us in the quality of their primary and secondary education.<br \/>\nOnly 7 of 10 ninth graders today will get high school diplomas. A decade after the <a title=\"More articles about the No Child Left Behind Act.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/subjects\/n\/no_child_left_behind_act\/index.html?inline=nyt-classifier\">No Child Left Behind<\/a> law mandated efforts to reduce the racial gap, about 80 percent of white and Asian students graduate from high school, compared with only 55 percent of blacks and Hispanics.<\/p>\n<p>Like President Obama, many reformers focus their dropout prevention efforts on high schoolers; replacing large high schools with smaller learning communities where poor students can get individualized instruction from dedicated teachers has been shown to be effective.
