Oakland is rolling out a new municipal ID card that's also a debit card. It can be used to deposit checks, pay bills online and transfer money. It's the first card of its kind in the nation, and the program is designed to solve banking problems common to immigrants and people living on the financial edge -- but there are big questions about the experiment.
