A coalition of environmental and labor groups rallied on the steps of the state Capitol Tuesday, raising the alarm over the governor's call to reform the California Environmental Quality Act (CEQA). Developers have long called for changes to make it harder for people to challenge projects -- but they, and the governor, face a fierce political battle in the months to come.
