In California when a woman walks out of prison she normally gets $200 and a bus ticket. But some women whose crimes were non-violent have a chance for another way. Through something called "alternative custody" they can serve the last two years of their sentence outside prison but in a supervised program. When Alternative Custody started three years ago, prison officials imagined thousands of female inmates would take part. But it hasn't quite worked out that way.
