UC to Cap Nonresident Enrollment at Berkeley, UCLA

UC President Janet Napolitano told state officials on Tuesday that she can't increase the number of in-state students attending the the university unless the system gets more money from the state. Napolitano also said she'll cap enrollment of out-of-state students at UC Berkeley and UCLA.
