Conspiracy Statute Could Become New Tool for Prosecuting Gang Members

San Diego's district attorney has tried to go after gang members using a little-known conspiracy statute. The latest case revolved around a series of gang shootings that took place in 2013. One of the 15 men arrested was Aaron Harvey. The district attorney has admitted that some of the men, including Harvey, had nothing to do with the shooting, but still charged him with conspiracy. The case has been thrown out, but the approach could still be used by district attorneys around the state. We talk to Voice of San Diego managing editor Sara Libby about the case.
