Muni, San Francisco's public transportation system, is the butt of a lot of jokes for being slow and unreliable. Now, tech startups are launching private buses to cash-in on that dissatisfaction. Leap is the latest startup. Critics are concerned that these private shuttle buses could create a two-tiered public transportation system.
