Myriad of Problems Could Spell End of California's Group Home System

California is considering doing away with group homes that treat "emotionally disturbed youth" in the state's care. It's one of several reforms suggested in a report that the Department of Social Services delivered to state lawmakers earlier this year. ProPublica reporter Joaquin Sapien profiled one of these group homes, called Families First in Davis. What he found was troubling: allegations of sexual assault and neglect.
