In recent years, the number of homeless people living in cities like Los Angeles has risen, while in San Francisco it's remained stubbornly fixed. But advocates in Silicon Valley think they've come up with a solution. The upshot: partnering with officials in Santa Clara County to provide subsidized housing, not just shelter, for the homeless.
