State Senate President Kevin de Leon announced new legislation on Tuesday at a solar power plant at UC Davis. Current law calls for half of the state's energy to come from renewable sources by 2030. The new bill would raise that goal to 60 percent on the way to requiring all energy to come from renewables by 2045.
