On Climate, a Rough Road Ahead for California

It's been nearly 10 years since California threw down the gauntlet with an ambitious program to attack climate change. Some argue the jury is still out on how effective the law known as AB 32 has been, or what impact it's had on the state's economy. But next month, California lawmakers will return to Sacramento to debate an even more aggressive set of rules to reduce greenhouse gas emissions.
