Efforts to fix California's troubled prison system appear to be at a crossroads. The plan endorsed by Governor Schwarzenegger and the state Senate is opposed by almost every major law enforcement group, so yesterday the state Assembly approved a trimmed-down version. But that may not sit so well with senators who wanted the original version.
