The California Senate Budget and Fiscal Review Committee is holding a hearing on the impact of further budget reductions, often referred to as an “all-cuts budget,” if no new revenue (i.e. taxes) can be counted on.

If you want to get a feel for the political tenor of the session, our Sacramento Bureau Chief John Myers captures it in this tweet:
