Both John Myers and Scott Shafer of KQED talked to Gavin Newsom at Jerry Brown's inauguration, and he told them that he will take the oath of office for Lieutenant Governor this weekend. The other state officeholders are being sworn in today. So why the delay for Newsom?

The Examiner puts it succinctly:

Postponing his Monday swearing-in date is a move to ensure the current Board of Supervisors either makes a selection of interim mayor Newsom can live with during its final meeting on Tuesday, or ensure that the decision falls to the new board. On Jan. 8, four newly elected members of the board take office.
