Advocates demanded Oakland stop "sidewalk sweeps" after a United Nations report called Oakland and San Francisco's treatment of homeless people "cruel and inhuman."

The two Bay Area cities were the only ones in the United States mentioned in the report.

Oakland officials have begun to set up temporary shelters made up of Tuff Sheds for homeless people as nearby encampments are cleared.

The UN Special Rapporteur accused San Francisco and Oakland of denying homeless people adequate access to water and sanitation in an attempt to discourage informal homeless encampments.
