Shadi Hamid of the Brookings Institution is a leading voice on government in the Arab world. His new book, “Temptations of Power,” discusses the future of Islamist parties in the Middle East, particularly the Muslim Brotherhood, and challenges the notion that democracy has a moderating influence on these groups.
