Gov. Brown Continues Push for Rainy Day Fund

Governor Jerry Brown made a special appearance before a legislative committee on Monday to endorse his new rainy day fund proposal. The plan would use capital gains tax revenue to pay off debts and create a reserve fund for schools. However, despite support from both sides of the aisle, progressive groups believe any surplus funds should be used to restore programs cut during the recession. The proposal would go before voters as a constitutional amendment this November.
