From the basic to the byzantine, California has 745 new laws on the books for 2012. Some of them put the state in new territory, such as a law that mandates teaching the contributions of gays and lesbians. Others, like the California Dream Act, grant tuition benefits to undocumented immigrants. And yet others are clearly signs-of-the times, like a law that bans jurors from texting or tweeting during deliberations.
