If approved by California voters in November, Proposition 25 would change the legislative vote requirement to pass a budget from two-thirds to a simple majority, which is 50 percent plus one. California is one of three states in the nation requiring its legislature to pass a budget by a two-thirds vote.

Guests:

Trudy Schafer, senior director for the League of Women Voters of California and a proponent of Prop. 25

Loren Kaye, president of the California Foundation for Commerce and Education, a non-partisan think tank affiliated with the California Chamber of Commerce and an opponent of Prop. 25
